A new study commissioned by the School of Industrial and Labor Relations at Cornell University once again affirms the fact that Project Labor Agreements (PLAs) do not discriminate against employers and workers; do not limit the pool of bidders; and do not raise construction costs.

The House approved a manager's amendment to the American Clean Energy Security Act of 2009 (HR 2454) on June 26 that would give the secretaries of labor and energy the discretion to mandate project labor agreements, and includes broad Davis-Bacon Act language. Democratic leaders lost 44 Democrats in the vote (219-212 vote) on the American Clean Energy and Security Act, but offset some of those defections with eight “yes” votes from Republicans, a number that in the end proved crucial to passage.

Union files charge, sworn statements with National Labor Relations Board. Members of organized labor, elected officials and exploited workers rallied on May 28th outside Target Center in support of demands from Roofers and Waterproofers Local 96 that Stock Roofing halt potentially deadly worker exploitation on publicly funded projects. In
what is probably the broadest, most detailed study ever conducted on
the merits of project labor agreements (PLAs), three academic
researchers have concluded that there is no substantial evidence that
PLAs reduce the number of bidders or change the costs of construction
projects. These findings serve to refute the bogus claims by the
Associated Builders and Contractors and their allies in the “worker
exploitation” sector of the construction industry that many contractors
avoid bidding on projects with PLAs, thereby limiting the number of
bidders and significantly increasing the cost of the project.

An agreement signed Tuesday ensures that all the construction work on the new I-35W bridge will be performed by union members.
Flatiron-Manson,
the bridge contractor, signed a Project Labor Agreement Nov. 13 with
the Minneapolis Building and Construction Trades Council.

In this comment, Professor Siegel examines the nature of project labor
agreements and the situations where developers, particularly public
developers, seek to require adherence to a project labor agreement.
Since the Supreme Court held, in the landmark Boston Harbor case, that
federal law does not preempt project labor agreements, I will constrain
my analysis to the state law issue of whether these project labor
agreements violate state competitive bidding laws...

Toyota Motor Engineering & Manufacturing North America and the
Building & Construction Trades Department, AFL-CIO continued to
solidify their on-going partnership through the agreement by Toyota
that its subsidiary – Toyota Motor Manufacturing Mississippi – build a
new $1.3 billion, 2 million square feet assembly plant and test track
facility in northeast Mississippi under a Project Labor Agreement
(PLA).
